Usually, the .htaccess file is hidden because it is a very important file, WordPress wants to protect it from any potential loss like mistakable deleted.
In order to access this file you have to log in into your hosting C-Panel and after entering into c panel, go to File Manager under file manager navigate Public_html.
As we know .htaccess file is hidden by default. So for making it visible, you have to find the Setting button that generally appears at the top right corner in the file manager. Once you click on setting a small window pops out, from there select the option Show Hidden Files.

Have you taken the full backup? Great! if you have done, let’s go to the next step now right-click on .htaccess file to edit and paste this given value at the way button before #END WordPress.
php_value upload_max_filesize 128M
php_value post_max_size 128M
php_value memory_limit 256M
php_value max_execution_time 300
php_value max_input_time 300

If the previous method has not worked for you don’t worry there is always an alternative. you can use your wp-config.php file for the same.
In order to access that file, you need to navigate to your hosting Cpannel>FileManager>public_html then go to wp-config.php and paste this 3 given line.
